Annual Unit Rechartering

The BSA issues charters to community organizations to enable them to use the Scouting program under their own leadership as a service to their children, youth, and families. Re-chartering is the process of renewing the charter agreement between the BSA and the organization, and renewing the registration of youth and adult members. Every unit must recharter annually.

Rechartering on time is critical. It is required for Journey to Excellence. It is required for units to continue registration without interruption. It is required to ensure Scouts are registered, critical for receiving rank advancement and other awards, and for insurance coverage.

Thank you for taking the time to update the records of your Scouts with the Twin Rivers Council. Rechartering is the annual process when each unit has the opportunity to remove members from your official Scouting roster who are no longer active, to update adult leadership positions and provide annual updates on your unit.

Important information and instructions for you...

Please return the completed renewal packet to your Unit Commissioner with the appropriate fees 30 days prior to your charter expiration.  If you choose to re-charter on-line you may begin the process 60 days prior to your charter expiration date (January 1).


Fee Schedule:

Registration per member (youth and adult)    $24.00

Program-Insurance Fee (mandatory for all registrations)     $ 26.00

Boys Life (per subscription)                             $12.00

Unit Liability Insurance Fee – per unit       $40.00 (previously known as recharter fee)


The common errors in the re-chartering process are:

  1. Incorrect fees – forgetting to include the $26.00 per registrant for the Program-Insurance Fee
  2. Boys Life subscriptions and fees not updated (changed from N to Y or vice versa)
  3. No signatures on charter renewal roster, applications or Annual Agreement
  4. Missing applications for new Scouts and/or adults
  5. Failing to provide Youth Protection certificate

Remember that you do not need to provide a new adult leader application if the adult is staying within the unit and only changing positions. **An adult going from Scout Parent or Tiger adult to any other registered position WILL need an adult application and YPT. 


Complete and attach the Charter Renewal Fee Worksheet (included in the re-charter packet – not from the printed on-line roster **online recharter does not factor in the $26.00 Program-Insurance Fee per member) to assist in determining the correct registration / fees to be submitted.


Complete and attach the completed and signed Re-Charter Checklist to ensure that all necessary documents have been submitted and provide a contact for any necessary follow-up.
